Notice from the Guangdong Province Maritime Safety Administration Regarding the Promulgation of Designated Mooring Points for Yachts Within Its Jurisdiction
In order to facilitate the safe mooring and sheltering of yachts, as well as the safe embarkation and disembarkation of passengers, and to foster a healthy and safe environment for the development of the yachting industry, we hereby announce the following designated yacht mooring points within our jurisdiction in accordance with the requirements of the ‘Regulations on Yacht Safety Management’:
Designated Moorings for Yachts in Guangzhou
Nansha Marina
Nansha Marina is located at No. 5 Gangqian Avenue South, Nansha District. It features 142 yacht berths ranging in size from 30 to 165 feet: 1 x 165-foot berth, 2 x 130-foot berths, 2 x 100-foot berths, 17 x 80-foot berths, 16 x 60-foot berths, 27 x 50-foot berths, 49 x 40-foot berths, and 28 x 30-foot berths. Water depths at the berths range from approximately 2.5 to 5 metres.
Xindanyong Yacht Public Service Base
The Xindanyong Yacht Public Service Base is located at 50 Zhongshan Park Front Road, Changzhou Island, Huangpu District. It features 32 yacht berths, comprising 10 berths for 21-metre vessels, 20 for 15-metre vessels and 2 for 10-metre vessels, with a water depth of approximately 3 metres.
Former Butterfield & Swire Godowns & Wharves
The Former Butterfield & Swire Godowns & Wharves are located at 124 Gexin Road, Haizhu District. It features 20 yacht berths: four 80-foot berths, three 60-foot berths, three 50-foot berths and ten 40-foot berths, with a water depth of approximately 1.5–2.5 metres.

Guishan Island Open Yacht Pier
The Guishan Island Open Yacht Pier is located within Shisan Bay on Guishan Island, Zhuhai. It features eight berths, comprising four 32-metre berths and four 15-metre berths. Twin 32-metre berths measure 34 metres in length and 21 metres in width; the combined 15-metre and 32-metre twin berths measure 34 metres in length and 15.2 metres in width; and the single 15-metre berth measures 17 metres in length and 6.8 metres in width. The designated depth for the yacht berths is 3.4 metres.
Zhuhai Sailing Culture Centre Public Pier (Phase 1)
The Zhuhai Sailing Culture Centre Public Pier (Phase I) will provide 123 yacht berths, comprising 2 berths for 40-metre vessels, 6 for 30-metre vessels, 20 for 24-metre vessels, 22 for 20-metre vessels, 14 for 18-metre vessels, 28 for 12-metre vessels, and 31 for 10-metre vessels.

Zhongshan Shenwan Shengshi Yacht Club (Phase 1)
The Zhongshan Shenwan Shengshi Yacht Club Marina (Phase I) is located on Modao Island in Shenwan Town, Zhongshan City. The outer harbour currently has 80 berths for yachts ranging from 40 to 100 feet in length, whilst the inner harbour has 42 berths for yachts ranging from 40 to 80 feet in length.

Xijiang Jiujiang Rulinwan Yacht Club Moorings
The Xijiang Jiujiang Rulinwan Yacht Club moorings are situated outside the flood defences (Haishouwei) at the downstream end of Haishou Island on the lower reaches of the Xijiang River. It comprises eight yacht berths, including two 18-metre berths, two 15-metre berths, one 12-metre berth, and three 8-metre berths.
Xijiang Junyu Yacht Moorings
The Xijiang Junyu Yacht moorings are located east of Yanjiang Road in Foshan’s Gaoming District, in the waters along the right bank approximately 1.4 km downstream of the Xijiang Fuwan Bridge. It comprises 72 berths, including 3 for 24-metre vessels, 12 for 18-metre vessels and 57 for 12-metre vessels.

Yacht Mooring Points Information
Huizhou East Bay Yacht Club
Located in Hezheng Dongbu Bay, Huidong County, Huizhou. The club has a total of 314 berths: 48 for vessels between 4 and 8 metres, 202 for vessels between 8 and 15 metres, 52 for vessels between 15 and 24 metres, and 12 for vessels between 24 and 36 metres.
Huizhou Finance Street Marina
Located in the Xunliao Coastal Tourism Resort in Huizhou between Hongluo Bay and Shaosuo Mountain. The marina comprises a total of 228 berths: 49 for 100-foot (33-metre) vessels, 45 for 75-foot (23-metre) vessels, 65 for 60-foot (18-metre) vessels and 69 for 45-foot (14-metre) vessels.

The Jiangzhongzhu Yacht Club marina is located on the right bank of the river, approximately 1.5 km downstream from the Waihai Bridge in Jianghai District. The marina comprises a total of 53 berths: 2 for 24-metre yachts, 8 for 18-metre yachts, 12 for 15-metre yachts, 28 for 12-metre yachts, and 3 for 10-metre yachts.

The above information can also be found in the ‘Notices to Mariners’ section of the official website of the Maritime Safety Administration of the People’s Republic of China. Information regarding dedicated mooring points for yachts will be updated on an ongoing basis as work progresses.
Yachts are to be moored in designated mooring areas or at designated mooring points as stipulated by the MSA. It is strictly prohibited to moor in non-designated waters, shipping lanes, anchorages, no-sailing zones, safety operation zones, in the vicinity of ferry crossings, or in waters where mooring is prohibited. When moored at designated points, vessels must ensure effective self-management of safety, take effective measures to prevent water pollution, and conscientiously maintain good order in waterborne traffic, implementing management measures including, but not limited to, the following:
When moored, yachts must ensure that they are secured in a safe and reliable manner with moorings firmly fastened, and must not obstruct the normal navigation, mooring or operations of other vessels.
Yachts must select a berth appropriate to their size and must not moor in berths that do not meet their length and beam requirements.
Radio communication equipment on board must be kept in working order to ensure contact can be maintained with the competent authorities or yacht management in the event of an emergency.
It is strictly forbidden to discharge oil, sewage, rubbish or other toxic or harmful substances into the water; necessary oil and sewage recovery equipment and waste storage containers must be provided and used correctly; waste such as used batteries, oil, and household rubbish must be delivered to shore-based reception facilities for disposal, and proper records must be kept.
Should equipment commissioning, test runs, or repositioning be required whilst mooring, vessel operators must hold a valid certificate of competency. Persons without such certification must not operate the vessel.
Yachts must avoid sailing or mooring in adverse weather conditions or other circumstances that endanger navigational safety. In the event of a weather warning, yachts must promptly take effective measures, such as reinforcing moorings, adding additional mooring lines, or relocating to sheltered waters, to ensure the safety of both the vessel and the marina facilities.
